No Unpaid Merchandise . . .

This sign is at the exit of the Loblaws grocery store at Maple Leaf Gardens in Toronto.  You see these signs at the exits of all grocery stores.

Someone goes to great trouble to steal and then conceal stuff from the store.  Are they going to obey this sign?
